Suggestion
It in agreement with this at all. The county can’t even take care of the roads that we have. Bates /Cedron is the worst road in the valley. What about all the bikers in the summer? What about the snowfall in the winter? Have any of you been in cedron in the winter? You are proposing a mess for the residents of cedron and bates. High speed?? You are taking one problem and moving it to another location. I think this is a huge mistake as all of the land and homeowners do in bates and Cedron!
Suggestion
Your alternative routes through the valley are right through the river corridor and most environmentally sensitive areas of the valley.

MISSING are the most obvious routes.
From the north, Rexburg direction, west of the river is the power line road that runs through agricultural and BLM property, and connects to Cedren road, then runs all the way to Victor or Pine Cr. Pass.

Also, on the east side of the Valley, State line road runs from E6000N all the way to E3000S, and with a jog to 1000e it would run to 5500S. From there, it could run along the golf course and connect all the way to Victor.
